Arrest, Search, Seizure, Warrant animal collector neighbor

We have a neighbor who has 11 dogs and over 20 cats. We have been complaining about the situation for months. Nothing was done to remedy the situation until we wrote a letter to the city council. The situation was discussed at the April city council meeting and my neighbors were given until the next meeting to be in total compliance with the city ordinance (no more than 3 dogs and/or cats). To this day they are still not in compliance. They moved the dogs to the country the day of the last city council meeting but brought three of them back to town 2 days later. They have not moved any of the cats. My question is: Can a police officer search their house to verify that they are not in compliance with the city ordinance? or can they just claim that they are in compliance and that not be questioned? :mad: We called the police and a ticket was issued when we saw two cats in a window and three dogs outside.
