Am I being lied to by lawyer?

I was hit in an auto accident, was hurt and airlifted to hosp. Lawyer is telling me that since the guy that hit me only has an insurance policy of $15,000 - this is all I'm going to get. Lawyer tells me that they believe he doesn't own any kind of property ( they are assuming this cause he lives in an apartment and has no business phone number) so I cannot sue for anymore money. I have medical bills and my car was totaled. This doesn't seem right to me. Is the lawyer lying to me and just being lazy? Any advice would be very appreciated!
 
Um, we don't know the lawyer or anything more than the very few facts you have provided, so we don't know. But if you are dissatisfied with the answers your attorney is giving you, you can certainly get a second opinion.
