Abandoned Vehicle Laws

I live in Philadelphia, PA. My car was towed by the City of Philadelphia brcause they said the car was abandoned. Yes, the car fit the critera for being abandoned; however, on the philadelphia police website it state that they are required by law to contact the owner of the vehicle and to inform them that their vehicle is considered abandoned and they must provide the owner with 11 days to remove the vehicle or bring it up to code. I did not recieve the letter. I called the Abandoned Vehicle Unit and they cannot tell me when the letter was sent, or if they sent it at all. They won't even give me a copy of the letter. The supervisor told me to " suck it up and pay ". What should I do?
