We are a state funded facility. Recently the State has held payment back due to political filibustering. This has made some payments late to entities that provide services for us. One of these entities' secretaries is making that fact of our late payment an issue with others not involved. Is there any law of confedentiality in regards to this type of behavior that would protect our company.

Agreed... Perhaps you may want to raise the issue with the secretary that you are aware of her sharing your current issues with unrelated third parties and that it is unacceptable. I don't know of your industry but if you're paying them for services, then they would want you to continue to use their services and try to pay on time - and her boss wouldn't like it if his/her secretary was needlessly embarrassing a source of cash flow. Good luck.
