Is it illegal for a person over 18, but under 21, to have an unopened bottle of alcohol in their car in pennsylvania.

I do not believe that there is an open container law passed by the state of Pennsylvania. However, various townships may have passed local ordinances that consist of open container laws. Regardless, you should be smart and not have an open container of alcohol in your car. There is no need and it just creates smoke for an officer to suspect fire.
