Arrest, Search, Seizure, Warrant 17 YO House Arrest

Question I have is a relative of mine is going out with a 17 yo that has been arested for theft and drugs. He has went to court and the sentenced to 9 months in a drug rehab program. But they have no opening s at the time. So he has been put on house arrest. He has convinced my relatives mother that he can go anywhere as long as he is with a adult. So she has taken her daughter and him to flea markets, amusment parks and several other places. Now if this boy is on house arrest why is be being able to go as if he is a free person. Can you tell me if this is a common practice with our judicial system? Can the judge be notified of this and maybe this boy can understand he is wrong for the theft and drugs. It is almost like he is still a free person until he goes off to the program. Any advice would be helpful! By the way this is in Florida.
