If my 17 year old cousin is being abused by his step mother and has asked me could he please come move in with me and his older brother will there be on legal issues if I allow him to move in with us, will he be forced to return home?

I can't say if he WILL be forced home.

I can say that he CAN be forced home.

The earliest date that he can move out and there be NO chance that he will be forced to return home is his 18th birthday. If he is being abused, he needs to call CPS.

Until he's 18 he has to do whatever the parent who has custody of him says he does. You could have legal issues if you let him live there without his parent's permission.
