100% rent increase

I've been living in the same apartment for four years - without a lease. Ownership of the apartment has recently changed from one brother to another. The new landlord insists on DOUBLING the rent. Is this legal?

Without a lease you have very limited rights. It is possible you were paying well below market rate. Unless there is some sort of rent control in place what was done was probably legal. You have no written lease remember.
