    I doubt a New York small claims court would have jurisdiction to subpoena an out of state witness, if they chose to voluntarily come in response to the subpoena, then that issue is moot.

    The OP has an unpaid judgment resulting from the accident, not unpaid government fines or assessments. Which is normally dischargeable in a chapter 7 bankruptcy. I was able to successfully do it several times while working for Legal Aid, though not in Michigan.

    In some states you can file bankruptcy and include the judgment and if it is discharged you can get your license back as long as you show insurance. I don't know if this applies in Michigan or not.
