What happened is they thought they had it secured. Then they signed you up. Then the other dealer said sorry you can't have that vehicle.

They get you to sign all of the paperwork because they don't want to go to all of the time and expense of getting that vehicle brought in and then you change your mind. It is a common practice, which should tell you it is not legal. The car business is very regulated with lots of agencies...
