    My take on this is that your landlord has an agreement with the HOA. You have an agreement with your landlord. It is up to your landlord to take up any issues with the HOA.

    If the seller will not cooperate, there isn't much choice except bonded title. It's possible/probable that the seller committed fraud by selling you a vehicle that was lien free. You might visit your local police station with the bill of sale and discuss that possibility.

    There is nothing you can do to go back and get the bonus that you did not qualify for. Try harder to improve your performance so that you may qualify for the next one. However I strongly agree that you should never count on receiving the bonus. It is not guaranteed to anyone.
