Its your call. However if they feel your evading them they can sue you, report the failure to pay to credit reporting agnencies, they can even recommend store file charges if they did not at time
These programs vary but to generalize they work like conviction with fines, probation, possible classes, etc. However once you complete program your case is dismissed. Once more these programs vary so ask the Attorneys you meet with
We dont do Attorney referrals here sorry. However start calling lawyers Monday morning. Many offer free consultations get as many as you can. When you meet with these Attorneys ask them if Diversion is option for you

That might be wise as if they sent anything and you failed to repsond the fine could have tripled by now

I am not saying they could not have been more understanding. Keep in mind the store probably ha spolicies and those policies probably forbid allowing a suspected shoplifter to pay for item(s)
Civil Demand is not about lose its about cost of security. so I will say yes they can. However you can fight this but the cost will likely outweigh the fine

You must look at both sides of this. Shoplifters use excuses all the time and the retailers hear this daily. 99/100 times its false or doesnt even apply to issue. the grow cold to it. Its sad but if you want to lay blame lay it on the others who make up wild excuses...

Its not as simple as you think and the stores create polices that suit best their needs. They will not apply everywhere as a coverall solution.
