Well dry after county builds reservoir

We purchased a house with a well 4 years ago. After we had been here about a year, we discovered that the county was on the process of building a huge reservoir approx 2 miles from our home. This reservoir was started and all the land in the area cleared about 18 months ago. Since that time, we have gone through 3 well pumps and our well is running dry about 3 times a day. (we have to wait between showers for the well to refill). This started at the same time they opened the dam at the reservoir and began to fill it. Prior to that time, we had plenty of water and no well issues. Is there anything we can do to get the people responsible for the dam to either build us a new well or pay to have us hooked to city water?
 
I may not have been clear. We are up in the mountains. Our house and property is at a higher elevation than the reservoir. Due to the clearing of all the trees in the area, the water now all drains down into the reservoir, thus lowering our water table.
