Lookingfor answers!

I have a situation of which is really puzzling to me!
I am a father of 2 very beautiful; children to whom I have not seen nore spoken to in over 6 years. 5 of those years due to a restriction placed on me by a probation officer.
I have been off of probation since June of last year, and there are no restrictions for me other than that of the state saying that I can not have contact with them per orders of a court order from 1996.
They have yet to show me these papers stating this.
About a year ago my son (the youngest of the two) was placed in a Youth Center. I fouind this out only after he had been there for more than a month.
I had gotten ahold of someone from the state and all he could tell me was that he was "safe", and the councelor for my son said that she could not give me ANY information on him.
In my divorce decree it clearly states that my ex-wife and I have JOINT custody of both children.
Can they keep information away from me?
They also say that I can not see then kids.
Can they keep me from seeing them?
I have many MNAY more questions as well concerning my children and the state workers.....along with the legel system...........and everywhere I go I get the same run around!

Can anyone help me?:(
 
I live in the state of New Hampshire!
The problem that I am having is that the Department of Health and Human Services is saying that there is an order. An order at which they will not send me a copy of nor tell me what it says other than I cannot have contact with my children.
Therefore, I have no idea which court it would have been in since I never went to court about this.
Also, when they (the State of NH) placed my son in the Youth Center, I was not notified until I heard about it through family members!
I want to see my children. This is my MAIN concern. I have been out of there lives long enough and NEED to know what I HAVE to do to get to see them. And the state is giving me NO answers!
And having no money and no way to get myself a lawyer, what can I do?
