So, I live at a friend's house and play rent and also pay for the wifi and other bills, my friend got mad at me and is trying to tell me to get out or he is going to call the police. Does he have the right to do that when I pay rent and have the wifi in my name in the household??

No, he can't just summarily toss you out.

Well, yeah. He has the "right" to tell you to get out/call the police. Depending on why he is mad at you will determine if the police arrest you or tell your LL "This is a civil case not a police matter".
You should look for another apartment because it is clear that, one way or another, you are no longer welcome and will be out fairly soon anyway.

Section 83.57 allows him to give you at least 15 days notice to the end of the rent period of termination if you are on a month to month tenancy.

If you are paying rent, say, on the first of the month he will have your termination date will be the end of February and he would have to give you that notice prior to February 14.

Shorter periods may be allowed depending on the circumstants, like if you were comming crimes or destroying his property.

What does "trying to tell" mean?

Did you mean his is telling you these things?

The right to do what? Call the police? Of course. Everyone has the right to call the police. Is this really what you intended to ask?

My guess is that you want to know what the police would do if your landlord actually did call them. The answer to that question depends primarily on what your landlord tells the police. If he simply tells them that you rent a room from him and is mad at you and wants you out, they will probably tell him that it's not a police matter and that he should take appropriate legal action to evict you. Of course, if he decides to lie to them, then all bets are off.

By the way, do you have a written lease? How long have you been living there? Have you paid rent beyond the end of January?

This is of no legal significance. Subject to a provision in your lease that says otherwise, you're free to cancel the service whenever you want in accordance with your service agreement with the provider.
