A more correct statement is just because someone is uncomfortable, doesn't mean they are harassed. However, harassment usually makes people uncomfortable.

that is why do many dating sites have prospered. What makes for sexual harassment it is subjective and varies from person to person.
What constitutes for one person may not for the other.
