VA DCSE stealing cs payments.

I have a CS case with VA DCSE since 1987 for my daughter born in 1986. I have proof of missing payments since 1994 and cannot get DCSE to do anything on crediting these payments and the interest applied on them. The daughter was emancipated at the age of 18 and a lump sum of arrears and interest was imposed at that time. Payments were made thru the VA and KS courts and federal and state tax refunds. Where do I go for help on this matter?

When did you become aware of the "missing" payments? When did you first contact DCSE regarding the "missing" payments? Was you paychecks being garnished at the time or were you sending payment? If sending the payment, how was that done...cash? Money order? Check? How many payments went missing?
 
The facts on which your post is based are quite unclear with one exception: a child born in 1986 turned 18 in 2004, which was 17 years ago. Whatever happened when your child was a minor, it is almost certainly way too late to do anything about it now. That being said...

You could write letters to your US President, Your US Secretary of Health, Human Services, Your US Attorney General, Your US Secretary of the Treasury, Your US Congressperson, each of Your TWO US Senators, Your state's Governor, Your elected state legislator, and Your elected state senator.

I wish you well, citizen, as you seek YOUR justice.

One of those elected officials (maybe several) will be able to assist you. ;)
 
I suspect he's that the DSS is still showing him in arrears which is affecting his life adversely and he thinks he's really paid up (or closer to being paid up).

The problem is that each missed payment is considered a judgement with a 20 year duration that is extendable, so it is NOT THE CASE no matter what others have told you hear that there's nothing to be done about it. Unfortunately, unless DCSE suddenly realizes the error (and that won't be without proof on your part), this is going to take a court action which means you're really going to need a lawyer.
 
There's also the matter of interest accruing. OP may have paid off the entire original balance but still have thousands in interest to pay.

I first became aware of missing payments in 1990 when a credit report showed arrears and I reported this to DCSE. I was making payments of 150.00 by postal money orders after case was registered in Rockbridge County from the state of Missouri. see attachment
Other missing payments are with either federal or state offsets
3/25/1994 FTAX OFFSET $95.00,
5/4/2012 FTAX $180.00,
6/5/2015 FTAX 527.00 AND
5/8/2020 FTAX STIMULUS 1200.00.
A payroll garnishment in the amount of 215.00 was filed with employer in June 2004 see attachment
even though the child became emancipated when she turned 18 in February 2004 . None of the payroll deductions were applied to my account. The 65.00 monthly arrears payment was ever credited.

Which State do I need to file actions in, VA DCSE says Kansas has control, and Kansas says they just collect payments and send them to VA.
