Stepdaughter is putting our grandchild up for adoption. Perspective parents have attorney and have started process. Husband and I would prefer she's adopted to us. Do we have any rights?

No...It's her decision to place her child with whom she feels comfortable with. I assume the father of the child is in agreement with her?

How old is the child?

It is unusual to "put" a child up for adoption, like I do my "cattle" for sale at auction.

Since this is your stepdaughter, it's not your grandchild (regardless of whether you think of the grandchild as "yours").

Query whether the grandchild's father's paternity was ever established or whether he was notified of your stepdaughter's intention. That will be a necessary part of the process.

Husband and I would prefer she's adopted to us. Do we have any rights?

You have lots of rights, but you have no rights regarding your stepdaughter's child.

Have you and your spouse spoken with your stepdaughter and expressed your interest in adopting the child?

No - and you're a stepmother so you have zero rights either way. But you do not have rights to HER child. Only she and whoever the sperm donor is once he establishes his parental rights.
