Eviction with restraining order needed?

My sister has a friend living with her and my mom. I own the house. We have a restraining order for him. Since a restraining order does not allow him within 100 yards and he has collected his belongings do I still need to go through the eviction process?

Is it a permanent order or a TRO?

If you get the CRO I wouldn't imagine that you would need to evict as he is already moved out with no belongings left behind...But hopefully @Zigner can stop by to confirm I'm correct or scold me for being wrong. ;)
 
The dude came an collected all his belongings after the EPO expired. He left the house key and the key to my sisters car. In addition he signed a voluntary move-out form that I got online. Is this enough to change the locks?
