Can juveniles, by law, engage in sexual intercourse when they are both underneath the age of consent?
 
Most states have "Romeo and Juliet" laws to apply to those who are close in age or the same age but under the age of consent.

"Since it would be a strange or unjust result to throw love-struck teens into jail for having consensual sex, many states have passed so-called "Romeo and Juliet" laws. These laws allow minors to escape being punished as a sex offender or to receive only minor criminal punishment when both minors are within a few years of each others' ages.

In Texas, for example, a minor charged with statutory rape may raise an affirmative defense at trial if the minor is:

  • Not more than three years older than his or her sexual partner,
  • Not a sex offender,
  • Not accused of having sex with anyone under 14 years of age, and
  • Able to legally marry the sexual partner (i.e., are not same-sex partners).
Because of these defenses in many states, prosecutors will not file charges if two consenting minors are within the "Romeo and Juliet" law of their home state. However, some states, notably California, lack any sort of "Romeo and Juliet" law, and minors may be prosecuted for otherwise loving conduct.

Technically two under age minors who had consensual sex could be prosecuted for statutory rape but are likely not to. Statutory rape is usually to punish adults who have sex with minors.
 
There is a Methodist custom of spending 3 days with your girlfriend or boyfriend at the age of 8. Is this illegal in any state?
 
"Spending"?? And what does that mean exactly?

One person spending time with another is never illegal unless it violates the conditions of parole/probation or an order of protection.

Sexual intercourse. This forum is appropriate because one man's sexual intercourse is another man's sexual abuse. The another man is always a Republican. I am not one of them.

I could find no online reference to this so-called "custom".

8 year olds should not be having sex with each other, if they're even capable of it at that age. I would say the parents can be prosecuted. Or should be.

Your preoccupation with sex crimes and child sex is very creepy, which matches your profile picture.

The answer depends on many things.

Let's say an adult Simon pays Polly (age 13) and Peter (age 16) each $500 to have intercourse while Peter films the act to broadcast on his podcast, "Children Knocking Boots!"

That would violate several laws, even though a state law might allow "consensual" sex between minors in certain age ranges, although other laws consider minors to be legally incapable of consenting to sexual acts.

Of course not, many young boys and girls belong to coed groups, such as FFA, Boy Scouts, etc...

These young boys and girls do many things together under PROPER adult supervision.

What do they do?

They go bird watching, take nature hikes, learn to make fire, build shelters, clean up their communities, repair homes of disabled people, etc...
