Colorado lemon law clarifications?

Approximately 2 month old 2018 Ford SUV.
Service department acknowledged a design problem, low beam headlights on dark, mountain roads. Vehicle at dealer service twice, problem unresolved. I know that I need to take it back 2 more times to qualify for the lemon law.

1. When you bring a lemon law action, is it against the dealer or Ford?
2. I believe it's an arbitrated action(?), if so, is the arbitrator's decision binding or could Ford appeal the decision in court?
3. Assuming arbitration, does that process (similar to court) involve discovery, depositions and witnesses?
4. Assuming the claimant(s), myself and my wife being on the title, would appear for the process--can we expect the same type of hostile, intense, defense attorney questioning?
5. Does the process move fairly quickly and orderly or can you expect the manufacturer (Ford) or Dealer to stall and prevaricate?
6. Although I've always regarded the BBB as a feckless group, they apparently will take lemon law cases at no charge provided the specifics meet their criteria (I'm assuming they outsource the work to attorneys who in turn are paid their fees by (assuming success) the defense?). Is anyone here familiar with their process and ability or lack of?

I had the CO lemon law pdf. If offered two routes--use the clam form in the owner's manual or the services of the BBB. My intent was to use the service of the BBB (my initial post). If I were to file a claim with Ford (assuming there is a form in the manual) I would still have to find/pay for representation for a process that would be determined by Ford, up to Ford to stall the process and generally dictate the how/when/if. Am I missing something here?

The reason for seeking free to me is that engaging a private attorney specializing in product liability would be an open ended, by the hour financial exposure that could end up costing as much as a new Expedition!
