Contractor Issues

This post is regarding a Hurricane Katrina house repair issue.

A contractor started repairs on my house, March 2006. Over the course of this period there has been at last three major addition billings. One was an extra $6000 for electrical work which in his original contract he underestimated. I've paid this. However, my house is just about completed and within the past 30 days, I've been hit with two major requests for additional monies beyond that of the original contact. The first was for $7500, which again I paid. Now, I'm told, that due to "extras preformed on the job," I owe $15000 for costs involving "materials", "cost of labor" and "overhead profits."

Question:
I'm wondering if it's legit to do $15,000 of work, then inform the client of the bill. Should I have been told of such a large increase before hand? It's almost like a car mechanic agreeing to fix your car for x amount, then doing much more and billing you for it. Any feed back re this question or any suggestion(s) or possible action(s) that I can take in this matter would be greatly appreciated?
 
Is anything in writing (extras, change orders, etc.) beyond the original contract?
