Hello so a friend of mine went past a cop at 100+ mph on the highway and he claimed he did not see one but I did, anyways he never stopped and got off the next exit, the cop pulled out but never cought up to him or read his plate, now he claims he hasn't seen or Hurd anything but it's been 2 WEEKS so the real question is because it's been 2 weeks what would happen if he was pulled over now on the same highway 2 weeks later, what could happen?

Well, that's a stupid question. If he gets pulled over either he gets a ticket or he doesn't. No one here can predict.

If he wasn't stopped last week, he's not going to get a ticket for an event in which their was no stop.

Why?

There's no way the cop could prove who was driving the car.

What you need to do is stay out of any car SPEED RACER gets into, even if SPEED isn't driving.

Unless the police officer who he passed captured a license plate on video then there will be no citation. At that speed it is unlikely a readable image of a license plate was captured. It is not likely a citation is coming.
If he gets stopped he will only have to work about the current reason for the stop.

If he captured the plate by video wouldn't he have been issued a ticket or the police woulda came for him already?

If a plate was captured on video AND.speed captured by radar then a citation might come in the mail for the registered owner. I would wait 30 days to rule out a citation by mail, but it's unlikely to be coming.
 
They can serve him while he's pulled over or at his house? Within What time from the violation

A moving citation isn't treated the same as a parking citation.

Dude beat this one, and he'll never need to fear being cited for allegedly driving at 100 MPH.

I did not check in advance... It appears your state does not use any kind of photo/radar enforcement. He won't be getting a citation.
In other states/jurisdictions it could be possible.
 
I've seen them have radar guns to get your speed

Im sure they do use radar in Connecticut, just not in combination with photo enforcement. Much like the red light traffic cameras, the speeding ticket would arrive later in the mail.
I don't know that such devices are mobile, but it seems the technology likely exists for it.
