Personal Bankruptcy Bankruptcy Fraud

I know a person not a friend who is getting small short term installment loans all over town and then before she makes a payment she claims she is filing bankruptcy, talks to an attorney but never files has done this a lot with she will wait and when her creditors start calling to get a case # from the attorney they tell them she is working it out with her creditors by this time months have went by and when the creditors call to collect from her again she gets another attorney. Is there anyway to report her???

If her creditors want to fall for her bluff, that's their problem.
