Can I legally create an app to allow users to Easily browse, search, and consume Free online videos like those from youtube? The app would do it in a way in compliance with Youtube's TOS.

Can I charge users a monthly fee for using this app?

No one here has the slightest idea about your abilities. That said, why would one need an app for that? When I want to "browse, search, and consume . . . videos [on] youtube," I simply visit the site, use the existing search function (which works quite well, IMO) and then hit the play button. And, in fact, there is a YouTube app already.

I doubt it. Why would anyone pay for something that already exists and is free?

@zddoodah , To clarify : the app is designed to help a niche group of users who who difficulty of using current search function on YouTube because of language barrier. The app has suggested search terms and popular search terms that connect to youtube search API to yield specific search results for these users. It works like a browser shortcut placed on desktop for easy access.

Whether or not there are people willing to pay for it is a business question.
Im asking if it is legal to charge users for fee using the app.

A. Regarding the use of methods to access youtube videos or to play these videos: Our app only
1.displays links to these videos. These links are generated by youtube and allow to share by youtube.
2. displays shortcuts to query/search Youtube videos. This API back end method is supported by Youtube.
3. When users click on a video, the video will play in the native Youtube player.

B. Regarding the commercial uses of these videos.
I plan to charge user a monthly fee for using the app to access multiple free video sites like Youtube, Vemea, Dailymotion, etc.. Will the app be covered under this "...unless other material not obtained from YouTube appears on the same page and is of sufficient value to be the basis for such sales"

This is one reason why you should retain an attorney to assist you.

There are other reasons, at least you have a couple of talking points to begin your discussion.
I'm sure there are more, because Alphabet is greedy, especially if they believe you're making money and they're not. LOL :D
