Neighbor Harrasment

I own a home in a mobile home park. One of my neighbors complains all the time. First when I watered my yard if any water went into their area they had a fit. So I planted a hedge. They complained about the hedge I wrote a letter to the manager and she approved it. They still complained so I put up a screen. Then they started complaining about me being on my patio after dark. They said the light shines in their window. They had the property manager come over and talk to me at 7:30 pm. The property manager pretty much goes with whoever complains loudest. Legally as far as I can find out they can't force me into their schedule but I try to cooperate. I added an additional layer to the screen to prevent light. I work a late shift so sometimes I have to be out on my patio late. I do not make a lot of noise but there is the usual sounds of my tidying up or cleaning my turtle tank. So water sounds the sound of me moving things around and me just walking around. They complain if I'm on my patio at night. I try to be as quiet as possible but they will go running to the property manager to complain. I'm starting to feel very stressed out. I feel like I'm being harassed. I have done all I can to accommodate them without changing my whole life I feel they need to take some steps as well since we live in such a close community. Does this qualify as harassment and/or are they right legally am i allowed to be on my patio after dark and late at night?
 
If the manager refuses to resolve your issues, your best bet is to move.
Yeah, moving is a hassle.
It's far worse to live next to a loud mouth, whining, trouble maker.

The law has no fix for ill tempered, ill mannered, uncouth, chronic whiners.
 
There isn't much (if anything) you can do to keep them from complaining. Your best bet, as noted, might be to consider moving even though a hassle.

It probably does not amount to harassment. On the other hand, unless your rental contract says otherwise, you probably have the right to use your patio at night as you see fit.

What does the park manager say? As long as they're on your side, you're good. Your neighbour goes running to the manager, the manager tells them not to bother them with such trivial complaints, end of story. If the manager sides with your neighbour, move.
