Well John... what you are essentially saying now, the saving clause, is what I meant by legislative intent being stated within the bill. This is typically done by establishing specific dates that the change goes into effect, if not simply stated outright.

I suspect either one of us could still be wrong... but I also think that the best answer to the question is "sometimes". It likely depends upon the circumstances, and upon the prosecutor.

more likely than not they put that saving clause every time
