Harassment by Neighbor?

I have a neighbor who fly's into a rage when he see's me walking my dog and my female dog "squats". I am no where on his property. I am actually ACROSS the street from his house. My dog will squat and urinate. He comes out screaming asking me if I am going to pick up my dogs poop (that is NOT the terminology he uses for #2 BTW). I explain to him that she just peed and that I also live in this neighborhood and if my dog went poo I would pick it up. I then asked him if he thinks my dog pooped then would he please come show me where it is and I would be happy to pick it up. He refuses and just continues to scream at me. This happens almost weekly.

My question is, legally what can I do as far as filing a harassment charge? While me and my dog have not been threatened the anger, screaming, and hostility is very real and I do feel concerned for my dogs safety if he were to ever find out what house I live in.

Also what do I do since I have no witnesses? I do not feel comfortable going to the people that live around him but I am SURE they can hear him screaming at me. He is also a firefighter and I worry that he has "friends" in the law enforcement field and if I file a complaint against him he will be able to find out my address.

I always carry a plastic "poop bag" with me held by my leash hand and thus visible while I am walking. If at night, after my female dog squats, I walk near to inspect "just in case others are watching". The idea here is to make those who may be watching aware that your are a responsible dog owner.

Another idea is to not permit your dog to relieve herself while in the vicinity of this man's home. Better yet, don't even walk your dog in this area.

As far as the irrational neighbor, there is probably nothing you can do. Thus, ignore him. Keep walking.

Yea just ignore him, do not even acknowledge he is there or look his way. You keep doing your thing and let him yell and scream all he wants. Usually people like him just want the confrontation. Good luck.
