Forged documents & unpaid debt - small claims case?

I did work for a general contractor on a state job. Our work was completed in full, to the full satisfaction of the customer. The general contractor is refusing to pay me the balance due because I wouldn't sign a lien release BEFORE he paid me.

In seeking to get all of my facts straight and run down whether or not he has paid a portion of the outstanding balance as income taxes, the general contracted admitted to me that HE forged MY name on lien documents so that the state would pay him in full...yet, he still refuses to pay me.

I talked to a state employee and I can get copies of the documents linked to my business.

My question is, if I get proof that he forged my name so that he could be paid, yet has withheld money from me, what other justice can I seek against him?
 
I would contact that state attorney general and provide them with the copies. Being that it was a job for the state, that should really get them interested, which the GC isn't going to want.
 
You can also report it to local law enforcement. This is a form of theft, and the amount involved would certainly make it a felony offense.
From a civil perspective, obtain whatever documents you believe he signed your name to and then make your way through a civil suit. Let a judge see your evidence.
I bet a criminal investigation just might light a fire under him and persuade him to pay you what is owed.
