Consumer Law, Warranties legal bind?

ok, one of my friends got in a car accident with somebody. they chose not to report it because my friend is just 16 and his insurance would sky rocket! well we all went back to the guys house who we all got in a car accident with. he made my friend write down on a sheet of paper "i (friends name) is going to pay back (other drivers name) all the money that it would cost to repair the damages i have inflicted and then he wrote down what happened and what day it was and all that then he sighed it. could he get get in trouble if he doesn't pay him? it has been like three weeks and they didn't report it and he cant make a legal bind since he is only 16 right? so is there anyway he could get in trouble for not paying for the damages?"
 
His parents are legally liable for the damage to the other person's car. So no, not exactly, but when his father finds out he may wish he had paid. As far as not reporting the accident in NC the law requires that you report an accident if there is $400 or more of damage. He could conceivably lose his license. His contact is mostly worthless except that it practically proves that he caused the damage to the other car and makes his parents liable for that damage.
