My uncle rented a car to visit me in San Francisco, Calilfornia, in mid February, 2004. He was issued a parking ticket for an expired meter on Feb. 16, when Martin Luther King's birthday was observed that year, a federal holiday. He just got a collection notice on the parking ticket issued to his rental car for $95 from LDC Collection Systems that says he has 15 days to pay it. We both thought meters didn't need to be paid on national holidays, and that was confirmed when I called the San Francisco Department of Parking and Traffic at the time. What's the scoop, and is there a statute of limitations? Thank you in advance for your response.
