4-year-old ticket for expired meter on MLK Day

My uncle rented a car to visit me in San Francisco, Calilfornia, in mid February, 2004. He was issued a parking ticket for an expired meter on Feb. 16, when Martin Luther King's birthday was observed that year, a federal holiday. He just got a collection notice on the parking ticket issued to his rental car for $95 from LDC Collection Systems that says he has 15 days to pay it. We both thought meters didn't need to be paid on national holidays, and that was confirmed when I called the San Francisco Department of Parking and Traffic at the time. What's the scoop, and is there a statute of limitations? Thank you in advance for your response.

It looks like someone was told to check on the old stuff and found your uncle's unpaid expired ticket still in collections and the collections agency is trying to get a payment. From what I can see, there is no SOL for failure to pay a ticket. Stand by for other responses.

5 years SOL on California parking tickets

I received this message today from the SFMTA (San Francisco):
"Per the California Vehicle Code ticket issuing agencies can not demand payment for parking violation that are five or more years old. I have therefore dismissed the citation because the age of the citation is past the statue of limitation."

Better Business Bureau gives LDC Collection Systems an emphatic "F" in all four California cities I looked up. The advice from the SFMTA.com website is to deal directly with them when paying tickets, not any other agency as there are many scams out there.
