Hi i'm having a problem getting my security deposit back. I lived in an apartment for 4 months when i moved out. I understand that they deduct payments for carpet cleaning. But what I am having a hard time understanding is that whether they can charge me for painting the whole unit of the apartment. I did not damage any of the paint nor did i hang anything up the wall. Yet they are charging me over $200 for painting the whole unit. When I left the apartment, it was in the same condition that I got it. Unfortunately I did not take any pictures of the apartment as proof of the condition. So can it be considered that the landlord acted in bad faith about the appearance of the apartment to justify repainting it completely? Also they tacked on a "National Water and Power Final Bill" which I have no idea what it was for.
 
Paint and carpet are wear and tear issues. Security deposits only cover DAMAGE.

You got hosed. They took your money to paint the apartment, which is illegal. Then they sent you a bill for the power and water they used when painting! What I would do, is write a letter DEMANDING the return of your money, including the money that went to pay the final electricity and water bill. If that doesn't work, file a complaint with the State Attorney General who arbitrates matters such as these.
