Alright, once I do that should I be liable for the labor since this was a problem from the very beginning probably poor work done by contracted HVAC?

Since our home was built in 2004, we have had problems with our a/c after moving in for a little over one month. When turned on, only hot air is coming out.. We called the builder and he came by, set up the system, and told us we had to turn it on from early morning to keep the house cool...
