so why, when the officer was acting as the mediator,did she ask the owner to get 3 written estimates?

the owner of the car is going to a dealership but I called around and got much lower estimates but they insist on going there because they trust them.do I have any say in where they go to get the repairs?I know I'm guilty but I feel like I'm their puppet now.I've never been in trouble like this...
