I've taken the car to another mechanic who said because of the way the guy cut the converter off, it cannot be reinstalled.

I had my car at a mechanic's shop for a new engine to be installed - the mechanic installed the engine but also cut off the catalytic converter and installed a pipe he had made - without talking to me about it first! Can I bring a suit against him for this??
