Is there a statute of limitations ?Can they always use your past against you?

Boyfriend has million dollar bail for PC 245 (A)(1) and HS 11377(A) went for bail reduction and was denied his lawyer pretty much said thats it.I don't like that answer. Is there anything that can be done to get him out?Bail is way to high know one will bail him .
