Does Washington State have presumed or absolute speed signs? And is police policy to not ticket drivers who are accelerating up to a faster speed zone once they can visibly see the faster speed limit sign and it is safe to do so?

Is it illegal to start speeding up to a higher speed limit sign if safe and you can clearly/visibly see the sign?
