Is it illegal in California if a neighbor is caught on a security camera hurling dog feces over the fence and onto the adjacent property?

I own an industrial building in Los Angeles and the tenant has not paid rent in 4 months. Do not know what to do anymore. The tenant is open for buisiness and has never closed even during the pandemic. Would welcome any and all suggestions.
