Our neighbors have overgrown shrubs that are encroaching and blocking part of my driveway. my driveway will hold about 5 cars but with this encroachment it will only handle 2. If I cut the shrubs am I liable for any damages to their shrubs and if I have a landscaper do the job should I bill them...
