The existing brick wall [fence] has been here since the 80's. We live in the Las Vegas city limits. I assume the fence is on the property line

Soon to have a new neighbor, We have a brick wall, app. 4 1/2 ft high, he wants privacy and wants to build it about 2 ft. higher and said we would have to pay for half of it. He is a contractor. The wall is fine as it is. Will I have to pay half just because he wants it?
