Incarcerated for over 180 and no Indicted

Hello, I am an attorney, but not a criminal attorney. I am trying to assist my brother who is incarcerated. He has been in jail for over 180 days without an indictment. Is there a law that allows a release if held over 180 days without an indictment? If so, what can I do to assist my brother or his public defender in getting the process started?
