Is it illegal in South Carolina for an employer to tell a recruit that the job is for 20- 25 hrs a week, then after 30 days of employment to tell that employee they are classified as only a 15 hr a week employee?

Absolutely it is. Barring a legally binding and enforceable contract that expressly guarantees x number of hours per week, you are entitled by law to work exactly as many hours as your employer wants you to work - no more, no less - regardless of how many hours he may have indicated at hire. If business needs change, he's not required to schedule you for more hours than he has work for you.
 
It was legal when I answered this post earlier today, and it's still legal now.
