flea infested with a side of black mold!

I moved into an apartment on 2/27/16 and it is infested with fleas. The person renting the apartment next door to me used his back yard as a dump, serious health concern there. When I informed the manager she informed me I would have to wait 12 days to which I said, "that's not going to happen". The guy comes out and sprays, the fleas are still there because he doesn't use a spray that kills the eggs?
I have not felt well since moving in there either and I was informed that my apt had a serious black mold problem that forced the previous tenants to leave their apartment for 2 months. There was a flea infestation at that time as well. When I asked the manager she said there was a tiny spot of black mold and she had no idea about a flea problem. She's lying. As soon as the previous tenants moved out my neighbor on the other side had her place sprayed for fleas.
Also, when it rains there is a greenish yellow liquid that separates from the water. Not to mention there is something not right about that back yard, the soil is so strange, nothing will grow back there.
I have written several letters telling her to give me a different apartment and she is now ignoring me completely.

Contact your city/county health department, city/county building officials, city/county elected representative, mayor or county administrator, city concil, county supervisors, local newspaper, tv stations, state senator, state representative, and governor.

Write letters, send emails, make telephone calls, send faxes, get your message out, ask for help.

Document everything, collect samples, take photos, take videos, keep collecting all evidence.

Get a COMPLETE medical exam, tell your physician why you need a complete work up.

You'll need proof.
This will be a very long slog.

Keep making noise, in a civil way, with the right people.
