You are correct the officer has to prove that the stop was justified. In that If he stopped you because he thought your tag light was not working and noticed that it was working only after stopping you then the traffic stop ends there. (He cannot give you a citation for a defective tag light)...
I would also be intrested in the State that the citation was issued. The speeding ticket I would find hard for the officer to prove unless he was running radar/laser at the moment of the accident and witnessed the whole thing or he measured the skid distance to obtain the speed.
