retaining wall

the retaining wall that divides my property from my neighbors is bowing and crumbling onto my deck . it is made of railroad ties and cinderblock. it has been pushing against my deck and it is now also bowed. the wall has big trees right behind it that are hanging over my deck and also i believe part of the problem. what are my rights in having my neighbors fix the wall? they did get and estimate and sent a letter to us stating it would be expensive to fix or replace the wall and that they are dealing with it. how much say do we have over the new wall going up? how long do they have to fix it? thank you, chris

A: They are trespassing and must fix it to cure the trespassing.
