If a father is not taking care of his child, not paying support, not spending time with the child...can the system force given up the person rights.....when there is someone else in the child's life whom is willing and fulfilling the child needs? And wants to adopt the child? Please help

The law can't make you love anyone, or punish you because you don't.
The law can make you pay child support, but can't require you to parent properly.

There are no laws, nor is there any court that can force mommy or daddy to visit with their children or love their children.

You can seek child support enforcement assistance through your state's child support enforcement agency.

Otherwise, no legal stranger is going to snatch the real father's rights away from him.

After all, mom, YOU chose this deadbeat to sire you and you created a child with the seed of a deadbeat!
The court won't second guess YOU CHOOSING a deadbeat to be daddy.
 
April if Dad does not wish to be a Dad you cannot force him. However if your married and your husband wishes to adopt child he can long as Bio Father agrees. I would guess in your case he would. You would take two actions both at same time. File motions to terminate parental rights of Father and begin step parent adoption. More here http://www.parentnook.com/step-parent-adoptions/
As stated the court system can force Dad to pay support see the Child support agency or DA in your county. However the courts cannot force him to see child.
