We are divorced in Clermont county. The order states a specific person is not to be at custody exchange. There is picture proof and police reports filed where the person was there. Can the parent get in trouble for not following order? The parent is currently in contempt for denying visitation rights. Will the 2nd contempt cause a greater punishment if it is 2 separate issues within the same order?

The most probable answer to all questions is yes. I believe you will need to file for the second contempt, as you likely did to bring the first contempt case.

Can the alleged offender get in trouble?
That depends on what you consider to be trouble.
The most likely outcome after all the time and effort you'll expend (and have expended) to get the person in trouble is a lecture or two, as well as a warning to obey the order.
Trouble takes a long time before its recognized.
This is the land of many chances and lots of warnings.
