Non custodial parent is using meth with child in the house

I have concerns that my sons father and his wife are using meth while my son is in their care. I have noticed a dramatic change in weight for both of them along with other typical mannerisms that users have. I also have been told by a former roommate of theirs that he moved out because they were using meth and pot in the house with 3 kids in their care. There is no court order visitation and paternity has been established. What are my rights as far as visitation goes. Can I make them take a drug test before having visitation again?
 
If there is no court order, you don't have to allow him any visits.
Fathers of children born out of wedlock have zero paternal rights until they take the matter to court to seek such rights.
All parental rights and duties fall upon the mother until the father receives a court order.
