My father passed away last month and there is a will dated 1990. One of the two witnesses has since then also passed. Is this will still valid? This occurred in the state of Wisconsin.

Without seeing the will (you don't want to reveal it over the Internet, either), we couldn't say if the will is valid, or even the latest will.
You can discuss the issue with a couple local attorneys, then chart your next steps. The initial attorney visit is normally without cost or obligation.

Generally if a witness dies, the presumption is that the will is still valid. However, I would take the will you have to an attorney (or two) for review & advice. There is no way we can say if the will you have is valid or not.
