innocent spouse?

Jurisdiction/Place:

I was married in jan of 05 to a woman whos ex was self employed. She knew that her ex had failed to claim a lot of the 1099's over several years. He was a heavy gambler and did not tell her of a lot of the 1099's he recieved if he could hide them from her. When she was married to him, she worked several different places which taxes were taken out of her check and applied to thier taxes when they filed together. She has been divorced for two years and is still being charged with all the back taxes the IRS says her ex didn't claim. He is currently jumping state to state working for different contractors and not paying taxes. In her divorce, my wife was freed from back taxes and he is supposed to pay them. We have found the IRS does not recognize this and still holds her responsible for taxes back as far as 1989 and are still taking her tax returns. Is there any way she can get cleared from these taxes?
